The TOA project in West Africa is led by Dr. Bocar Diagana, employed by Montana State University and based at Senegalese Institute of Agricultural Research (ISRA) in Dakar. In addition to scientists and economists at ISRA, the TOA team is collaborating with the National School of Applied Economics in Senegal (ENEA), the SM-CRSP Carbon Project, and the Peanut CRSP project in Senegal. The goal is to implement analysis of the technical and economic potential for adoption of technologies and practices that enhance carbon sequestration and the sustainability of agricultural production systems in the Peanut Basin region of Senegal, and to assess the impacts of policies and other factors (institutional, economic) on the sustainability of Senegal’s agriculture. Activities have included a TOA training workshop in Dakar in November 2003 attended by scientists from Senegal, Ghana and Mali; collection of farm survey data in 2003 and 2004; adaptation of farm survey data collected by ENEA for TOA analysis; and implementation of the TOA model for Senegal’s peanut basin region. A stakeholder workshop was held in July 2007 to present results of policy analysis to Senegal’s policy community and other stakeholders (workshop presentation). The project has trained five graduate students, and produced graduate student theses and scientific publications.
